DMARC policy update for the w3.org domain

The DMARC policy for the w3.org domain will be updated to be more restrictive, limiting which servers are authorized to send email appearing to be from w3.org. We don't expect this to cause any issues but will be monitoring our email deliverability and watching for feedback.
